David MacCutcheon
Founder & Managing Member
Dave founded STS Partners to help organizations solve complex technology challenges by bringing together the right technologies, partners, and expertise. With more than thirty years of leadership in technology commercialization, strategic partnerships, operations, and advanced imaging, he focuses on transforming innovative ideas into practical, deployable solutions.
Dave leads company strategy, customer engagement, solution architecture, technology integration, business development, and partner relationships.
Col. John Steele, USAF (Ret.)
Co-Founder | Security & Government Programs
Colonel John Steele brings decades of leadership in military operations, homeland security, disaster response, and interagency coordination. As former J3 of the Florida Air National Guard, he has led complex operations requiring coordination across military, government, and civilian organizations.
John advises STS on government programs, operational planning, security strategy, and customer engagements requiring cleared personnel. He maintains an active Top Secret / Sensitive Compartmented Information security clearance and can support work within secure government environments.
Sharon Austin
Chief Financial Officer
Sharon oversees financial management and corporate governance for STS Partners. She brings experience in nonprofit and business finance, compliance, budgeting, grant administration, and organizational governance.

Former Director of the Florida Division of Emergency Management. Wes brings statewide leadership in emergency preparedness, disaster response, public safety operations, and government coordination.
Joe Tropeano
Strategic Advisor | Aerospace & Flight Operations
Joe is an aerospace engineer, commercial pilot, and founder of Tropeano Aviation. He provides technical guidance for airborne imaging systems, aircraft integration, flight operations, and mission planning.

John Coyle
Technical Fellow | Advanced Stabilized Imaging Systems
John is the designer and inventor of the CineShot stabilized imaging platform. For more than two decades he has engineered advanced stabilized camera systems supporting broadcast, aerospace, defense, and specialized imaging applications.
Working with STS, John provides technical leadership for custom stabilized imaging platforms, advanced optical integration, product development, engineering consultation, and customer-specific system design.

STS regularly assembles project teams that include optical engineers, imaging specialists, software developers, AI specialists, systems integrators, government advisors, field support personnel, and other experts selected for the engagement.
